On April 1, 2009, the Connecticut Department of Public Utility Control (DPUC) issued its final decision regarding the application of Yankee Gas Services Company for new and amended rate schedules. In this decision, the DPUC approved rate design changes for firm and seasonal service customers. Yankee Gas' overall revenues did not change. The rate design among various customers and rate classes did change to more closely reflect the costs to serve customers in specific rate classes.
In addition to the rate design changes, customers will see greater detail on their charges.
- The Supply Charge and the Sales Services Charge (SSC) will now be shown separately. Previously, the Commodity Charge combined these charges.
- The Supply Charge previously covered only one component of your total gas supply cost. This charge had been supplemented by the monthly Fuel Charge. Now your monthly Supply Charge will incorporate the Fuel Charge as a single line item on your bill.
- The SSC now recovers all costs associated with Yankee Gas' propane and Liquefied Natural Gas ("LNG") facilities. Prior to May 1, 2009, these costs were reflected in two places-in distribution charges and in the SSC component of the Commodity Charge. Now, the SSC includes all related charges.
- If you are a Rate 3 (Residential Multi-Dwelling Firm Service) customer who purchases gas supply from a third-party supplier, there is a change to how the Transportation Services Charge (TSC) appears on your bill. The new TSC combines all gas supply-related costs that Yankee Gas incurs on behalf of these customers, which includes certain costs that were previously included in your distribution charges. The TSC appears as a separate line item on your bill.
Rate Classes
Residential customers fall under three separate rate classifications - non-heating, heating, and multi-family. The multi-family rate applies to property owners who are billed on single meters that serve six or more units. All other residential customers are on either the non-heating or heating rate, depending whether natural gas is their primary heating source. This rate structure places greater emphasis on the cost of providing service, based on consumption patterns. In addition, the rate design provides information that explains in greater detail what is being charged and paid for on customer bills.
Residential Rate 3 customers have the option of buying their gas commodity from a third- party supplier. Customers electing third-party supply are not billed the Commodity Charge.
