Residential Rate 03
This rate is designed to serve property owners of all multi-dwellings with six or more units served through a single meter. Rate 03 customers have a Demand Charge on their bill which takes into account individual customer peak demands – or what is required by Yankee’s distribution system to service them. In addition, the customer is billed a demand based rate called the Sales Services Demand Charge (or referred to as the Transportation Services Demand Charge, if customer chooses third party supplier for their gas supply) which recovers gas supply-related costs associated with Yankee Gas’ propane and Liquefied Natural Gas (“LNG”) facilities. Customers in this rate class have the option of having a telemetering device (Daily Demand Meter) for a monthly fee of $28.00. Residential Rate 03 (PDF).

The Supply Charge is established monthly in accordance with and pursuant to the Purchased Gas Adjustment Clause as approved by the Public Utilities Regulatory Authority and available on its website. NOTE: Customer choosing Operator Gas Supply Service is subject to a Transportation Services Charge of $0.0264 per Ccf.
Below is an overview of the DPUC’s approved rate design changes for Rate 03 from its June 29, 2011 Decision.
- Part of the cost to provide gas delivery service will now be recovered through a Demand Charge. The Demand Charge will better align fixed costs in serving the customer as it will take into account individual customer peak demands or what is required by Yankee’s distribution system to serve them.
- There is a new billing line item called the Sales Services Demand Charge (SSDC). The SSDC recovers all costs associated with Yankee Gas’ propane and Liquefied Natural Gas (“LNG”) facilities. These costs were previously reflected in the Sales Services Charge.
- For customers who purchase their gas supply from a third-party supplier, there is a new billing line item called the Transportation Services Demand Charge (TSDC). The TSDC recovers gas supply-related costs, which Yankee Gas incurs on behalf of these customers associated with Yankee Gas’ propane and Liquefied Natural Gas (“LNG”) facilities. These costs were previously included in the TSC Volumetric Charge, which was included in the total Transportation Services Charge.
- The Transportation Services Charge (TSC), which previously combined the TSC Volumetric Charge and the TSC Shifted Cost as a single line item for billing purposes, will now only include the TSC Shifted Cost. The TSC recovers certain gas supply-related costs that are incurred by Yankee Gas on behalf of these customers.
